| Rejestracja Polskiego Stowarzyszenia Telematyki Transportu | 2007-03-19 |
 Mamy zaszczyt powiadomić, iż dnia 19 marca 2007 roku w sądzie rejonowym w Katowicach zostało zarejestrowane Polskie Stowarzyszenie Telematyki Transportu. Z tym dniem działalność naukowo-informacyjna wortalu TELEMATYKA.PL staje się jednym z głównych celów nowo powstałego Stowarzyszenia. Równocześnie strona wortalu staje się miejscem wszystkich oficjalnych komunikatów Stowarzyszenia oraz wszelkich informacji organizacyjnych.
W dniu 17 grudnia 2014 roku odbyło się w Stowarzyszeniu zebranie sprawozdawczo - wyborcze, które dokonało oprócz podsumowania dotychczasowej działalności również zmian w składzie zarządu Polskiego Stowarzyszenia Telematyki Transportu. Prezesem zarządu pozostał Prof. Jerzy Mikulski, natomiast zastępcą prezesa została wybrana mgr inż. Barbara Żmidzińska, a sekretarzem dr inż. Ryszard Janecki. |

Abstract:
The article presents conception of author's management and monitoring system based on GPS, for application in the transport and land and air communication. This system arises as an answer to demand of local Civil Services, which are member of a crisis management. System purpose is to increase the effectiveness and safeties during salvage actions. In following years the system evolved, allowing its use not only in land conditions but also in the transport and the air lifesaving. Article shows future plans connected with the system development and the extension with ADS-B system (Automatic Dependent Surveillance - Broadcast).

Abstract:
A neural network model for automated testing of railway contact blocks was developed. The neural network computer programme allowed obtaining satisfactory results for relay diagnostics using "current-time" dependence during relay switching as an input diagnostic data.

Abstract:
Safety is the exemption from accidents and losses on human lives. It is also related to property protection, regulation, management and transport technology development. The analysis of accidents indicates that 95% of transport accidents are caused by a human factor failure (wrong evaluation of situation, participant’s skills/abilities etc.) One of the most frequent errors of drivers is a wrong decision in a critical situation. The decision process is very complicated since the driver has to evaluate the situation arisen correctly within fractions of a second. The implementation of telematic systems into vehicle equipment reduces the energy intensity, reduces environmental impacts, increases safety etc. Reduction of total operating costs of road vehicles, simplification of vehicle control to the maximum extent and reduction of driver’s informational overload is emphasised. Our article deals with the analysis of human factor and investigation of its demonstrations in the context of telematic applications.

Abstract:
Actual problems of transport information centres introduction have been described in this paper. The growth of vehicles number in the Czech Republic in recent years is evident. Road construction is time-consuming and very costly. An advanced telematics system solution should be applied. Information is now more important for drivers. The traffic congestions are an important problems for drivers. However the drivers can accommodate their own way and save time using traffic information. Abstract:
Paper presents new method how to share and process the sensitive data distributed in different databases. It is typical for ITS area that data elements are stored and managed by different public/private organizations located on different places. On the other hand a lot of telematics applications are based on the connections and further processing of shared data elements. This fact yields into requirements for new dynamical electronic identifiers that protect communication channel against sensitive information connection. We present the basic concept of application of dynamical identifiers together with illustrative example applicable for e-Government part of ITS.

Abstract:
Multimodal transport implementation allows connecting the point of origin and the point of destination in an optimal way. Abstract:
Real-time transit management systems that can inform the public about transportation options and availability are gradually being deployed in many parts of the world. While many larger cities have been able to provide this information on web sites or through automated telephone systems for several years, smaller municipalities often lack the resources to develop their own transit management systems. Addressing this issue as a joint effort, transportation agencies in the multi-state North American CARS Program have cooperatively developed a real-time, multi-modal transit tracking and incident reporting system called Modes. Modes builds on the CARS road condition reporting system developed by 17 transportation agencies in North America. Modes extends the CARS software to include ferry, bus, and passenger rail services to the basic highway network information it manages. Modes was initially created to track the Alaska Marine Highway System’s extensive ferry system and has been successfully applied to New England’s popular Acadia National Park bus tracking system, three bus systems in Maine, 13 bus systems in Idaho (in progress), three bus systems and a light rail line in the Sacramento, California area (in progress), as well as the Amtrak Downeaster and Capitol Corridor rail lines

The analyses were aimed at determination of failure effects in the transmission system, which allow identifying the transition process of the system from a safety state (it may not be necessarily a failure – a free state) to a dangerous state and permit to calculate probability of the dangerous state occurrence of the system as a failure effect to the operating system. The external cost – externality- is the cost or its part that disinterest its author but interests the other people who are not participating in it or who are its victims. Some externalities cannot be expressed in numbers, like the death, human suffering and damage of environment. Externalities interfere with effective division of resources within sectors. According to the study of EU, the road transport, with its 92%, is the biggest contributor to externalities.

Abstract:
The paper refers to some problems of European Electronic Tolling Service (EETS) implementation in Poland. Motor Transport Institute has developed the structure of the National Automatic Toll Collection System (NATCS). It consists of National Automatic Toll Collection Centre (NATCC), OBU and control subsystem. NATCS system is based on a combination of mobile communications using the GSM-GPRS standard technology, the satellite-based global positioning system (GPS) and 5,8 GHz microwave technology. An innovative element of NATCS is the On-Board Unit (OBU), which automatically calculates the amount of charge due taking into account the vehicle category (admissible weight, number of axles), road distance and the emissions class (ecological aspect). The control subsystem distinguishes between automatic enforcement through control gates, enforcement by mobile teams, and patrol teams. This presented kind of system is the best toll solution for Poland because of unique capabilities

Abstract:
The automatic line block system may be constructed as a chain of autonomous distributed set of functional blocks located along a railway line section, interlocked by the data transmission subsystem and controlled from two ends of the section. Thus, a certain possibility of simultaneously issued contradictory commands creating conflicts during their execution to be settled by a functional block controlled by them particularly while the data transmission subsystem failure occurs have to be considered. Testing of automatic line block system proper functioning in a range of reaction to contradictory commands and examples of typical conflicts and general rules of solving them are discussed in the paper.

Abstract:
Throughout the 1990s and beyond, transportation agencies in the U.S. and Canada identified a need for condition reporting systems, both for internal traffic management and for sharing real-time information with the public, and in 1997, four states in the U.S. pooled their resources to build a first-generation condition reporting system, reducing the cost to each individual agency while also offering the opportunity to collaborate on the requirements and design for the new system. The result of this multi-agency effort was CARS (Condition Acquisition Reporting System), which is an ITS standards-based system that allows authorized agency users to enter, view, and share critical road, travel, weather and traffic information. CARS has subsequently been deployed by 17 agencies in the U.S. and Canada, including state departments of transportation, cities/municipalities, and toll authorities - and the group continues to grow. This presentation will discuss the history of the CARS Group and its developments, while also discussing opportunities for expanding it to transportation agencies in other parts of the world.

The role of TTI is an effective supporting the use of transport network for example, in order to improve the capacity and to shorten travel time, delays, fuel consumption. In the time of increasing traffic congestion on the road network, especially on EU freight corridors and in cities, the RDS-TMC deliver the alternatives and it facilitate traveller information by providing powerful travel planning tools. Establishing a national RDS-TMC system is the goal for Poland not only because approaching EURO 2012 but mainly to join to other European countries and as they enjoy the benefits of TMC service. All actions must be supported by the agreement of all players in the information chain which creating the TMC service: ministerial bodies, civil/public services, public road authorities, public broadcasters, road users and industry. Only clear and transparency system of responsibility for maintenance and overseeing could guarantee the high reliability and correct work of TMC service.

However, due to the nature of GNSS with random and occasionally large position errors, GNSS based ETC still has some constraints that need to be overcome. The use of a signal with guaranteed integrity, as the one available in WAAS or EGNOS combined with advanced OBU algorithms provides an efficient solution that guarantees the correctness of the charging. This paper presents the results of the trials in which this technology has been used and demonstrates how the probability of overcharging can be controlled and dramatically reduced in a GNSS-only system. These trials have been executed in London, Madrid and The Netherlands.

Abstract: A huge number of papers studies Travelling Salesman Problem (TSP) in classical version. In standard TSP all cities must be visited and graph is completed. While this is indeed the case in many practical problems, there are many other practical problems where these assumptions are not valid. This paper presents a new evolutionary algorithm (EA) which solves TSP with profits and returns (TSPwPR). This version of TSP is often applied in Intelligent Transport Systems, especially in Vehicle Routing Problem (VRP). TSPwPR consists in finding a cycle which maximizes collected profit but does not exceed a given cost constraint. A graph which is considered in this problem can be not completed, salesman doesn’t have to visit all cities and he can repeat (with zero profit) cities in his tour. The method was implemented and tested on real network which consists of 160 cities in eastern and central voivodeships of Poland. The main parameter which has the highest influence on quality of obtaining results is the size of population and our experiments are directed to determine an optimal value of this parameter

Abstract: The method of integrating navigational parameters obtained from non-simultaneous navigational measurements is presented. The proposed algorithm of position coordinates estimation is general and includes two modes of data processing – from simultaneous and non-simultaneous measurements. It can be used in hybrid receivers of radionavigation systems integrating non-homogeneous position lines or in integrated navigation systems, particularly in receivers combining the measurements of various satellite navigation systems.

Abstract: Traffic calming by means of physical measures enables to perform traffic management functions in those areas of cities and towns where ITS are absent. Traffic calming is also effective in improving road safety, which is of outmost importance considering that each year in Poland around 5 thousand people get killed in road crashes and excessive vehicle speed remains the main contributory factor. Thanks to a reduced incidence of speeding and undesired transit movements that are kerbed by physical measures, traffic calming makes it possible to manage vehicle speeds and accessibility of the road network over a whole area as well as to prevent crashes and mitigate other transport-related inconvenience. A comprehensive traffic calming area was built in PuĹawy. It covers a section of the regional road No 824 and the adjacent residential area of WĹostowice. The design drawings of the so called Dutch Town Project performed by EKKOM Sp. z o.o. included the adjustment of several best practices of road safety engineering used in the Netherlands to the Polish conditions and this solution is unprecedented in many aspects. The redesign of the streets combined with traffic calming has helped to solve a number local problems and at the same time a showcase of traffic calming for training purpose was created

Abstract: The general idea of this project is to popularize the usage of European Geostationary Navigation Overlay Service System in Central European countries. The main goal will be achieved by demonstrating key capabilities of the EGNOS System. After that the National Fly Authority Agency certification procedure will be launched, EGNOS will become fully functional and operational airfield domestic system. Project consists of analysis of domestic airfields and Aircraft operator(s) against opportunity of EGNOS installation and utilization of capability for landing purposes, study of demonstrator’s technical conception of EGNOS APV implementation connected with blueprint for certification process, on-board and airfield system installation connected with provisional certification and final demonstration of overall system capabilities, followed by on-going tests, system certification and implementation of Safety Case. Scientific research centers will prepare technical solutions for system installation at airfield and aircraft, with certification projects and procedures as well. This includes two types of certification: technical and fly procedures (landing procedures for aircraft and airfield). Safety of fly and Safety Case are especially taken into consideration. Currently, differential positioning methods, basing on global satellite navigation systems: GPS, GLONASS and also Galileo in the future, undergo dynamic development.

Abstract: This paper describes a possibility of applying an ethical approach to ITS applications is described. It refers to benefits of ITS applications in terms of classic ethical values, and their interpretation in the light of consequentialism and classical utilitarianism. The paper presents a kind of new look at numerous and various ITS benefits from the ethical (moral) point of view. It emphasizes the ethical importance of such benefits of ITS applications as savings of time, safety, and convenience in traveling. The paper also raises the problem of connections of ethical evaluation of ITS benefits with the so-called costs/benefits analysis (CBA) in the transport sector.

The model construction allows describing a simple method for the estimation of traffic intensities and finally for modelling the emission load maps of the mobile sources.

Abstract: The number of cars participating in highway traffic is still growing as well as the necessity of quick and fluent transport between different locations. Therefore, ensuring the fluency and safety in highway traffic is becoming an essential problem in recent times. If only the driver knew about a danger waiting behind the bend, he would slow down; if someone got the information about a traffic jam 10 km earlier, he would probably take a different road or stop. This paper aims at providing transport telematics solutions which ensure simple, fast and efficient means for highway traffic management. The ad hoc algorithms presented concern broadcasting within highway traffic and assume the collisions detection and a single hop network. Installing a simple transmitter and receiver on every car is considered. Energy efficient size approximation algorithms and a leader selection procedure are presented and discussed, including simulations.

Abstract: In recent times, an avalanche increase in the importance of reliability in the engineering design can be seen. The main reason is a permanent competition on the market and a competition for the customer resulting in increasing continually the efficiency of technological processes. The need to achieve a high level of reliability and maintainability is particularly important, where a safe and rapid transportation of people and goods is of high importance. The above-presented state of affairs has inspired the author to present a paper on the methodology and tools to support the estimation of maintainability and reliability of technical objects, together with practical examples.

Abstract: The paper presents two visualization applications that enable to visualize traffic flow simulation results obtained with the TRANSIMS system. The applications, designed and implemented at the Institute of Machines and Motor Vehicles of Poznan University of Technology, are written in Java and, as freeware, can be used free of charge. Both visualizers use GIS-based data manipulation techniques to provide precise and customizable 2D visualization. First, the problem of traffic flow modeling and simulation, and the TRANSIMS system were introduced. Then a general design and features of both applications were described. In order to demonstrate the most essential capabilities of the tools, the author presented an example of visualization of traffic in a segment of a real urban network

Abstract: Selected systems for controlling the operation of water system pump stations are characterised. Dependencies defining the efficiency of a pump set are presented in consideration of pump and motor efficiency variations at variable characteristic curves of distribution. Pump and motor efficiencies at constant and variable rotational speeds are defined. A comparative analysis of water pumping energy consumption is carried out for the control systems under discussion, where the distribution characteristic curves describe irrigation systems.

Title: Possibility of integration of navigational information on electronic chart

Abstract: This article presents the problem of proper use of navigational integrated equipment installed on modern vessels. Large number of electronic aids to navigation and even greater amount of information obtained make it possible to integrate and arrange these devices in a proper way. Such arrangement of all instruments make it possible to present all their data and information on the screen of electronic chart. The dynamic development of information technology gave rise to electronic charts. The authors focused on the possibilities which are offered by electronic charts and presented the possibility of integrating individual instruments such as gyrocompass, log, echo sounder, GPS, ARPA and AIS and the information gathered from them with an electronic chart. This is a subject with further prospects and both all the companies producing the software as well as the ship-owners aim at the most efficient use of this device in order to improve the safety of navigation. This work also presents the mistakes which are made when electronic charts are used improperly. The further development of this system and the possibilities it can offer the future users are also presented here

Abstract: In March 2009 the European Parliament and the Council issued the Directive on Airport Charges – Directive 2009/12/EC, which is a common framework regulating the essential features of airport charges. The EU presents the necessity of economic regulation of airports and airport charges in Europe. On the basis of this Directive, the airports have to change their economic policy. But is the economic regulation necessary for the Bratislava Airport and airports with a similar position? This paper explains the situation of Slovak airports and their approach to economic regulation of airport charges.

Abstract: Tachograph belongs to On Board Recording Devices. It was initially introduced for the railroads in order to companies could better document irregularities. The inventor of the tachograph was Max Maria von Weber, an administrative official, engineer and author. The Hasler Event Recorder was introduced in the 1920s. Regrettably, the construction of analogue tachograph, an original type of tachograph used in road transport, encouraged to numerous frauds and counterfeits of social rules for drivers. For this reason the European Union has developed an inspection system, based on digital tachograph and chip cards, used for recording the data and identification of the system users. The article is the presentation of the main rules of function of the digital tachograph system, used in road transport in European Union. The document describes main legal rules introducing the digital tachograph system, foremost requirements which must be fulfilled by the producers of digital tachographs in order to get the type approval, possibility of future requirements of digital tachograph, main functions, characteristics of participant of digital tachograph system and their tools of the identification, acting and setting of authorize workshops in Poland and European Union and the accessible methods of check and calibration of digital tachographs and their description, based on Commission Regulation (EC) No 1360/2002 of 13 June 2002 and Polish law. Furthermore, the dissertation presents current level of implementation of digital tachograph system in EU Member States and in all Europe.

Title: Lighting device parameters influence on signal circuit safety in interlocking systems

Abstract: Signal circuits are an important part of the interlocking system. The main role of the signalling circuit is to switch the required signal aspects and signal checking. A signal is an interface between the interlocking system and a driver of the railway vehicle. Light bulbs are mostly used as a light source in most types of interlocking systems. It is possible to think about alternative light sources within the context of modernisation of the interlocking systems. The use of alternative light sources using must not cause signal circuit safety degradation. The article deals with problems of light bulbs replacement for another light source in AŽD 71 type relay interlocking in the Railways of Slovak Republic.

For the flight inspection, special items have to be taken into consideration when selecting the tested aircraft.

Abstract: The use of super-resolution algorithms can increase the resolution of image subject to further analysis in relation to the physical resolution of the camera recording the video sequence. A typical recording of such sequence is done with a fixed time interval (pre-determined number of frames per second). This can cause the shift of the plate image for subsequent frames by the total number of pixels, resulting in inability to take advantage of super-resolution algorithms that require shifts or rotations by a fractional part of pixels both vertically and horizontally. A possibility of reducing the impact of this effect by non-coherent triggering cameras is suggested in the paper.

Title: Transport safety of ŽSR level crossings

Abstract: Railway transport is one of processes controlled with a certain level of risk. It is apparent that due to a limited level of our knowledge, the technical level and limited funds we cannot count on absolute safety (zero risk) but we must admit that in a real technical system some error or fault may occur and its occurrence may mean a certain risk for the controlled process. The authors focus on proposing and presenting potentially usable measures that could increase the safety of traffic operation at the level crossings operated by the ŽSR (Slovak Railways). Technical and organizational measures are discussed separately. Some of proposed measures are specific for Slovak conditions only, however, to a certain extent some findings can be generalized and possibly applied in other countries, too

Abstract: Because of increasing traffic volume and complexity, road safety is now more than ever a hot topic on the government agenda. Traffic managers at all levels are organizing today debates with the following central topic: how can we better protect the road user? One of the solutions to improve pedestrian safety is via Video Image Processing technology. This video detection technology detects faster than any other detection technology. By analyzing the video images in real time, you immediately receive a clear image of potentially dangerous situations. Result: the danger of the incident is substantially reduced and secondary impacts are prevented. Is video detection a cure-all? Just like any other ITS technology, this detection technology must be used correctly. Different applications require different cameras and different camera positions. One must not start implementing video detection technology without a complete understanding of the costs and benefits associated with these systems. If the correct guidelines and parameters are taken into account and implemented correctly, video detection has proven to be very reliable and can offer great solutions to the end user

Title: Dynamic Traffic Management Systems on A4 Motorways

Abstract: The A4 Motorway is the key transport connection in southern Poland and carries domestic and international traffic in the east-west direction. In 2008 a traffic management system based on variable message signs (VMS) was designed for the General Directorate of National Roads and Motorways. The system covers a section of 165 km of the A4 Motorway between the interchanges Bielany (Lower Silesia) and SoĹnica (Silesia). The main purpose of the system is to ensure seamless traffic flows and road safety. Thanks to the application of VMS and a dynamic transfer of data and information the functions of the system include traffic control, speed management, alternative route guidance, traffic information and weather warnings. The design stage of the system included the mapping of data sources, grouping of potential traffic incidents, development of message signs, setting out of actuation procedures and sequences of message display as well as outlining of communications procedures and decision making process by the administrator of the system. A lot of attention was given to factors providing for reliability of the system and credibility of messages.

Abstract: Authors describe the possibilities of the industrial Ethernet usage in safety-critical applications as a component of safety-related control systems. The main part of the paper summarizes the safety requirements of industrial Ethernet ProfiNet and Ethernet/IP based on ProfiSafe and CIPSafety safety profiles oriented towards identification of communication errors and recommendations of protective mechanisms which are applied in communication protocols. In the practical part the results of performed cryptanalytic attacks on the wireless communication protocol based on the IEEE 802.11 standard are mentioned.

Abstract: In 2006, the FIFA World Soccer Championships was hosted by Germany. On that occasion new approaches on co-operative traffic management, new duties for ITS and new safety and transport strategies were developed and tested in and between the twelve hosting cities. Its success depended mainly on an actual and reliable information and guidance strategy as well as on a perfect operation of innovative ITS systems, on the way to the stadium and - maybe even more important - on the way back home. So traffic management with ITS played an important role in a suitable organization and operation of it. And the results would be good hints for other cites, regions or countries who will host similar events in the future.

Abstract: The concept of eCall automatically informing system of traffic accidents is one of the key-points of the European initiative eSafety and aims to create a Pan-European system of quick notification of traffic accidents. The system will use the telephone 112 or E112. The accident data will be transferred to emergency points. The estimation of costs and profits of the eCall system within the E-MERGE project and research SeiSS6 shows a possibility of avoiding even 2500 deaths a year and diminishing the results of accidents by about 15% on European scale. This paper presents rules of the eCall system operation and introduces some problems associated with the system implementation. The paper includes the eCall infrastructure, legal problems and the data transmission from a vehicle to a PSAP centre. The following technical issues are being discussed as well: accidents detection, ICT communication and data transmission in the voice channel.

Abstract: The hereby article is to present the notions of two concepts: human and artificial intelligence. The paper first offer the short presentation of their most common definitions. Both terms are widely known, however, not often are they viewed from the same perspective. Thus, the most intriguing part is to treat both issues in the similar, if not the same, way, using close assessment tools. Furthermore, the ways, methods and the approaches towards the assessment tools are provided. Finally, the comparison between those two concepts is shown, together with the idea of ITS as an example of AI.

Abstract: Video systems are used in Intelligent Transportation Systems for vehicles’ tracking. Cameras typically used in these systems are characterized by relatively low dynamic range which is only a fragment of the dynamic range of the human eye. In order to adapt to the lighting conditions the cameras feature dynamic changes of the gain and exposure. For vehicles there is a very wide range of the observed brightness of details because of the variety of vehicles’ colors and the presence of elements reflecting light in different ways, as well as changing lighting conditions. This means that even if the camera is able to capture the relevant dynamic range, there is a restriction of the distinguishability of details, which is essential in the process of detecting the location of vehicles. The use of HDR imaging techniques based on various exposures helps to increase the dynamic range and improves the accuracy of vehicles’ positions estimation.

Abstract: The interaction of real and virtual devices is an important point in the design and development of control system. The central part of an embedded control system is a controller and it needs input devices and output sensors for realization of the control. The proposed approach allows using a real controller with its specific programming tools and languages for intelligent software development and virtual measurement and sensor devices realized in a computer environment. Different wireless compounds are necessary for intelligent embedded devices for transport system control. For this reason a wireless communication network is needed to ensure the data transmission between the controller and supervisory control and data acquisition system. The purpose of this paper is to propose an approach for interaction of real, embedded and virtual devices in electric transport control systems. The main tasks are: to analyze objects and functional dependencies of an electric transportation control system, to develop a control algorithm with the interaction of real and virtual devices, to ensure a wireless connection for the data transfer from the controller to the supervisory control and data acquisition system, to define the method of transmitted data processing. Computer and practical experiments, with real and embedded devices, and the results analysis will be described the paper.

Abstract: The intelligent systems supporting the driver start to play a decisive role in avoiding vehicle collisions in dynamically changing road conditions. Systems cover the following fields: prevention, passengers safety, support and information. In that case we are dealing with an integrated safety system, which is much broader then an individual car or personal skills of a driver. The implementation into a common usage of sophisticated safety systems is aimed at early warning, monitoring the situation on the road, mutual interaction and functionality of the systems in changing road conditions. The huge technological investments of car producers result in safety improvement and avoidance of majority of car collisions. The most recent safety active systems, which are broader described in the article, include the systems, which use IR cameras, such as: Driver Alert System - DAC (Driver Alert Control) and LDW (Lane Departure Warning) as well as City Safety System.

Abstract: The article refers to the challenges for the logistics which comes together with the organization of big sports events. The article is based on the example of the most demanding discipline which is Formula 1. It is here, where besides the latest technologies and the best drivers in the world, the latest methods of managements are applied as well as modern logistics techniques. New ideas of modern logistics were born in this highly demanding field. The logistics issues will be followed by very important aspects in preparing to the season, the race, and the qualifying that is the analysis of telemetric data, which is transferred from the car to the garage every time the car is on track.
